Cosmetic surgeon Dr. Henry Steadman drives to a Doctors Without Borders conference in Jacksonville, Florida when he ran a red light to avoid turning down the wrong way on a one way street. Police officer Martinez pulls Henry over and gives him tickets for running the light and driving the wrong way. When Henry argues the charges, Martinez arrests him for obstructing an officer and resisting arrest. Handcuffed he is taken to the station. The cops ask him where his wife is as he was seen driving with a woman this morning. The police soon realize they erred and Martinez tells him he will receive a warning citation.
However, as Martinez writes up the warning, a drive by shooter kills him. After how the cops just treated him, a panicked Henry flees. The police accuse him of murder and begin a manhunt for him.
